Getting Started with Atlanta Technical College
Apply for a Certificate of Eligibility
You will find the resources you need to apply for your benefits through the Department of Veterans Affairs (outlines benefits and eligibility requirements) and the Education Benefits Application (application for VA benefits). File the appropriate form below with the VA and allow processing time (4 - 6 weeks). The VA processes the application for education benefits.

Please complete VA Form 22-1995 (Request for Change of Program or Place of Training).
Please complete VA Form 22-1990 (Application for VA Education Benefits).
Please complete VA Form 22-5495 (Application for VA Education Benefits).
Paper Form: Print the signature page, sign your name, and mail it to the VA.
Electronic Application: Print a copy of the confirmation page for your records. When contacting the VA to check the status of your application, you will need this confirmation number.
VA Enrollment Certification Process
Apply: Complete your online Application and submit supporting documentation.
- Veterans- please submit a copy of your Joint Service Transcript https://jst.doded.mil/official.html
Be Accepted: Receive a Letter of Acceptance from Atlanta Technical College.
Register: Schedule an appointment for academic advisement and registration with your Student Success, Advisor to set up class registration.
Certify: Submit the following necessary documentation to the Veterans Affairs Specialist/ School Certifying Official (SCO) electronically.
- Veteran’s Information Form
- This form must be resubmitted each academic year
- Veteran’s Statement of Understanding
- This form must be resubmitted each academic year
- Enrollment Certification Request (Webform)
- Submit this request each semester to notify the SCO of your intent to use VA Educational Benefits.
- Also, submit this form for any changes to your enrollment (Program changes, Class Add/Drop, Complete Withdrawals)
- Certificate of Eligibility (COE) or Copy of E-Benefits e-confirmation
- Please submit upload into the Enrollment Certification Request Web Form

The Active Duty Tuition Assistance (TA) program provides financial assistance for active duty service members to complete a high school diploma, associate, baccalaureate, and master’s degrees, as well as certificate programs. TA is not authorized for programs beyond a master’s degree and will not be approved to complete credentials at the same or a lower educational level.
All active duty service members, Drilling Reserves, and Drilling Guards must speak with their Education Service Officer (ESO) before contacting/applying for Atlanta Technical College. After meeting with your ESO, you will complete the following steps to apply and access your benefits.

General Student Responsibilities
- ATC School Certifying Official (SCO) must have all appropriate documents stating my educational benefits.
- Academic Year (Annually)
- Veteran Information Form
- Veteran Statement of Understanding (SOU)
- Each Semester
- Enrollment Certification Request
- Attend Information sessions to stay abreast of VA Educational Benefits changes and updates.
- Only courses required for my declared program of study (as it appears in the student’s BannerWeb/Degree Works) at ATC will be certified.
- Repeated courses to obtain a better passing grade will not be certified, nor will additional electives not required for my declared degree plan.
- I must attend all classes in which I am enrolled. Any change in enrollment will have to be reported to the SCO and will be reported to the VA.
- Class beginning and ending dates (as shown in BannerWeb), as well as the number of credit hours registered/certified, and scheduled breaks will affect my monthly benefit payment from the VA.
- To cancel my enrollment certification for a particular semester, I will notify the SCO via a change of enrollment request before the beginning of the term.
- Academic Year (Annually)
A reduction in your course load may result in a retroactive reduction in benefits and a debt to the VA. You will be responsible for paying back any and all debts to the Veteran's Administration if an overpayment is made.
